Evacuation Shelter Decision Method Considering Non-Cooperative Evacuee Behavior to Support the Disaster Weak

In disaster situations, special support for the weak are crucial to keep them safe. Common evacuation strategies guide individuals shelters closest their present locations. If evacuees unevenly distributed across areas, some will not be able accommodate all arriving due limited capacity of shelters. To tackle this, existing method decides destinations each evacuee considering congestion in areas. However, this does consider and can burdensome them. Giving that priority shelter decision would effective lessen burdens them, but follow guidance. When a accepts unconditionally, rejected, causing delay evacuation. increased. paper, we propose two methods shelters, weak, evacuees’ selfish behavior realize quick weak: (1) Fixed-rate Reduction Method (FRM), which reduces assignment number less than at same percentage (2) Simulation-based (SRM), crowded based on simulation an scenario. Then, these decide evacuees, with given weak. evaluate efficiency proposed methods, conducted multi-agent assuming scenario 30,000 visitors Gion Festival including Through simulation, compared our conventional nearest selection exiting method. As result, reduce time sufficient cooperation by evacuees.
